River conservation and wildlife groups from across the region are signed up to the Charter and many were present at the launch including; River Beane Restoration Association, Friends of the Mimram, Herts & Middx Wildlife Trust, Test and Itchen Association, The Chilterns Conservation Board, Action for the River Kennet, River Chess Association, River Misbourne Action, The Wandle Trust, and the Wessex Rivers Trust.

Stephen McPartland, Member of Parliament for Stevenage, said, "The River Beane is one of only 200 chalk rivers left in the world and for many years it has been running dry near Aston. The River Beane Restoration Association has long been raising awareness of the issue of over-abstraction, which occurs when the water companies take too much water from the river.

"I have campaigned alongside them for some years now and walked along the dry riverbed last year with over 50 local campaigners to highlight how much water is being taken. We are making progress here in Hertfordshire, as local Members of Parliament and campaign groups have worked together to persuade the Environment Agency to launch a recovery plan for our chalk rivers, but I want to see a start date agreed and the River Beane flowing again.

Paul Wilkinson, Head of Living Landscape at The Wildlife Trusts, said, "In the UK we have 85% of all the chalk streams on Earth. Despite this global responsibility these fragile and hugely wildlife-rich streams have been abused and overlooked. This must change and their recovery must begin. The Chalk Streams Charter is an important step in bringing chalk streams out of the shadows and giving them the care and attention they need.

"It’s fitting that the Charter has been launched in Hertfordshire, as a recovery plan for two of this county’s beleaguered chalk rivers, the Mimram and the Beane, was launched this year. Hosted by Herts and Middlesex Wildlife Trust, the plan is bringing statutory agencies, environmental charities, local landowners, community organisations and river groups together to restore and protect these special waterways."

The Charter states: The UK’s stewardship of 85% of the worlds chalk streams has been lamentable with many iconic rivers suffering from over abstraction, habitat destruction, pollution and invasive species. Both our development control and water resource planning processes are woefully inadequate. Chalk aquifers have been over exploited as an easy and cheap source of ready filtered water at the expense of the environment in general and chalk streams in particular. There is an urgent need for abstraction reform and far greater use of reservoir storage of winter run off rather than depleting groundwater sources. Scarce water is wasted as there is little effective demand management. We cannot go on like this.

Stephen McPartland, MP for Stevenage, was enjoying Stevenage Day as thousands of local people joined the event.

Stephen said, "I always enjoy Stevenage Day and my favourite part is all the smiling faces as everyone gets caught up and takes part. There are hundreds of volunteers running community stalls and thousands of local people visiting them.

"Stevenage Day is a great advertisement for our town and local people help raise hundreds of pounds for the community groups whose stalls they visit. Stevenage Day really does show Stevenage at its very best."

Stephen McPartland visited the newly re-opened Oxfam shop in Stevenage after its recent refurbishment, and highlighted the Enough Food for Everyone IF campaign.

Stephen said, "I just popped into the Oxfam shop to say hello to the staff and see what a great job had been done of refurbishing the shop. It looks amazing now and the stock on offer was great quality so I bought a few bits for my wife's primary school class. They are always on the look out for little cars and toys that the children can use.

"It was a good day to visit as not only was the shop re-opening after being refurbished, but the Prime Minister was holding a summit in London today and persuaded some of the richest countries to give £2.7 billion to help feed the world's poorest children and stop millions of children from dying of malnutrition."

The Enough Food for Everyone IF campaign is looking to stop children dying of hunger and help the poorest families feed themselves, and the Hunger Summit, Nutrition for Growth: Beating Hunger through Business and Science, obtained commitments to give £2.7 billion to help feed the world's poorest children. The campaign is also calling for action on tax and transparency, and is backed by a range of charities, including Oxfam, governments, and many others.

Stephen McPartland MP joined workers at Astrium’s Stevenage site to watch a live feed of the six-tonne SES-6 satellite being launched at Baikonur Cosmodrome in Kazakhstan. A major part of ithe satellite's construction took place in Stevenage.

Stephen said, "I am proud that Stevenage is the capital of the UK Space Industry and we build almost a quarter of the world's telecommunication satellites.

"Watching the launch with the staff, who helped build the satellite, was absolutely amazing and I am thrilled that another little piece of Stevenage is up there in space."

The satellite will be used for TV broadcasting, mobile communications and other digital projects across America, Europe and the Atlantic Ocean. Workers at Stevenage were responsible for building the satellite’s service module or "life support system" for surviving in space. With temperatures ranging from +150°C degrees on one side of a satellite to -150°C on the other, these parts keep the electronics at about room temperature so they work properly.

Stevenage-born Chairman of the Association of Welding Distribution, Adrian Hawkins, arranged for the charity collection at the AWD's AGM and Conference weekend to be donated to the Magic of Play Appeal project to build a new playroom for children to use while they are undergoing treatment at the Lister Hospital. The AWD members and their guests bid in an auction to raise a total of £1,500 for the appeal, and Adrian handed over the cheque at the hospital along with Stevenage MP Stephen McPartland.

Stephen said, "I fully support the Magic of Play Appeal and was delighted to provide some items to help with Adrian and Jennie's auction. Their generosity in organising and contributing so much to this fundraising effort is absolutely fantastic. I am always proud of how hard people work and give so generously to good causes and the Magic of Play Appeal is a great cause. I would like to thank everyone who has donated so far and if you are thinking of helping please remember every little bit really does count."

The Magic of Play Appeal is being led by the East and North Herts Hospitals Charity and will replace the existing portakabin at the Lister hospital.

Stephen McPartland, MP for Stevenage, went behind the scenes at the Novotel Stevenage to see the Big Student Takeover.

For two days the Novotel staff stepped back and allowed the students to takeover the front of house, bar and kitchen for two days. Fifty catering and hospitality students were involved and designed menus for the evening functions prior to the takeover, which were judged by members of the Novotel staff. The Students from North Hertfordshire College were preparing food for a Gala Dinner with over 100 guests when Stephen popped in to see how they were getting on.

Stephen said, "I was impressed by the hard work going on in the kitchen and range of different dishes being prepared. The students showed real dedication and expertise. I am delighted local firms are investing in our young people, and providing the opportunity for real work experience. The Big Student Takeover is another example of Stevenage leading the way."

Stevenage Member of Parliament Stephen McPartland spent some time with the Stevenage Ambulance Station Team to learn more about the work of the East of England Ambulance Service.

Stephen joined an ECA and paramedics and throughout his visit Stephen spent time talking to crews and finding out what they do on a daily basis.  He also attended two emergency 999 calls. 

Stephen said, “I was delighted to meet the team at Stevenage Ambulance Station and was impressed by their enthusiasm and professionalism. Seeing the crews in action was both inspiring and reassuring that we have the best staff who deal with emergency situations in a calm and caring manner.

"It was quite emotional attending a 999 call on a young child who was then conveyed to hospital after treatment at the scene. Then it was straight on to another 999 call and I am proud we have such a great team in Stevenage who help save lives every day."

Stephen McPartland, MP for Stevenage, is backing the petition by the parents of a 10-year-old girl killed at a pedestrian crossing who are calling for improved safety measures.

Stephen said, "The loss of Mr and Mrs Moumen's daughter was a terrible tragedy, which has had a devastating effect on the family. I have campaigned on this issue alongside Mr Moumen for many months and held a meeting at the site with a variety of specialists from Hertfordshire Highways. We persuaded them to investigate both speeding vehicles and drivers jumping the lights at the junction. Unfortunately, Hertfordshire Highways concluded that there was no real problem at the junction, but local people know from experience how dangerous this junction is. Each time I have visited the site with Mr Moumen, we have witnessed vehicles speeding and jumping the lights. I want everyone in Stevenage to feel safe and prevent another family losing a loved one, so I am happy to support Mr Moumen's petition."

Launched in April last year, the new Right to Buy offers council tenants discounts of up to £75,000 to help them buy their home. Stevenage Borough Council has a legal duty to inform tenants about the increased discounts, but there is concern locally that the council does not want to make tenants aware of the new opportunities.

Stephen McPartland MP has now challenged Stevenage Borough council to do more and proactively help hardworking people realise their dream of home ownership.

Stephen said,"Housing is a big issue in Stevenage, especially as Stevenage Borough Council is raising rents faster than anyone else in Hertfordshire and providing a poor service. Many tenants are just fed up with a Council that does not care about them and want a way out. Well now they have a chance to own their home and help local people at the same time, because the money will be used to build more social and affordable housing, so it is a great deal for everyone.

"The demand from Council tenants is huge but many of them do not know about the discounts or where to turn to for advice, but the scheme is open to thousands of people in Stevenage. In April we even reduced the amount of time you need to have rented a council house from 5 years to 3 years so as many people as possible get a chance to own their home.

"Stevenage benefitted massively from Right To Buy in the past when thousands of local people achieved their dream of home ownership and it is only right that we extend that opportunity to thousands more people living in Stevenage today. I have even launched a free online service to help council and social housing tenants find out how to buy their own homes www.righttobuystevenage.com.

"However Stevenage Borough Council needs to get out there and start proactively telling tenants about these dramatic new discounts, if thousands of local people are going to be given the chance of owning their home."
